Why We Built This Site
Oregon provides public access to many court and government records, but Morrow County records do not all live in one place. Circuit Court case records are handled through the Oregon Judicial Department and the Morrow County Circuit Court counter. Justice Court keeps many traffic, small claims, landlord and tenant, misdemeanor, game, and violation records. The Morrow County Clerk keeps marriage licenses, recordings, elections records, passport acceptance records, and other county clerk material.
The goal is practical routing. A person looking for a divorce decree should not start with the County Clerk, because divorce is a Circuit Court family-law record. A person looking for a marriage license or certified marriage copy should start with the Clerk. A person looking for an adult in custody should know that Morrow County contracts with Umatilla County Jail and does not operate a local adult jail.

What We Cannot Do
This is a privately run reference site. It has no connection to the Oregon Judicial Department, Morrow County Circuit Court, Morrow County Justice Court, the Morrow County Clerk, the Sheriff's Office, Umatilla County Jail, or any state or federal agency. There are real limits to what a private reference site can do:
- We cannot file paperwork or send records requests for anyone
- We cannot issue certified copies of court, marriage, divorce, probate, or vital records
- We cannot give legal advice or interpret a specific Morrow County case for a visitor
- We cannot guarantee that every fee, phone number, address, office hour, or portal rule is current at the moment of use
